Some people have colors that they prefer above any others. Some like to wear neutral colors or dark colors that won't draw attention. Some don't feel comfortable in red, but if they want to be noticed, they may want to overcome this type of feeling. Red is bold, and a red dress will certainly make a bold statement, but most women deserve to have a moment when all eyes are on her as she enters a room.
When looking for the perfect red dress, don't worry about your size. Though the skimpier ones may seem sexier, that is not always the case. Most men appreciate something that looks classy rather than trashy. I guess it depends on the type of person you wish to attract. There are great versions of the perfect red dress that will fit any size, and finding one should not be that hard. If you can't find the right one in your local stores, look around online to see what pops up. Even if you think you may not wear it, get it anyway. You may work your courage up soon enough and you'll put it on. You will be glad you did.
