Basically, an insurance agent will manually fill out all of the paperwork, make a trip to the post office, and then send your policy to Mexico. In an attempt to cut costs, it is not uncommon to see numerous agents waiting to mail policies until they have accumulated a total of five or six. This means that your policy could be waiting for a couple of days before it is sent out in the mail.
On top of this, it may take up to 10 days for the batch to get past customs & reach Mexico City, where most of the major insurers are located. Then it must be processed and entered into their master computer database manually one at a time.
Suppose the insurance company hasn't received proof of your policy yet and you have an accident? Even worse, it is a weekend and most of the insurance agency offices are closed.
In the US and Canada the law is administered following English Common Law. In Mexico the law is administered based on the Napoleonic Code.
So, in Mexico, you are viewed more as guilty unless and until you can prove you are innocent.A car accident is considered a felony and the police will jail you unless you can show them your valid Mexican insurance card or pay whatever they say are the damages by cash or check right then and there.
Don't count on your car insurance from home to protect you, it is worthless in Mexico. Because the police will keep you in jail until you can verify you have or can get the funds to pay the damages they say you caused, it is vital that your insurance coverage can be confirmed by the insurer quickly.
Policies that are generated electronically can be sent to insurance company agents around the clock and can instantly be downloaded into their verification systems. This means faster responses and quicker verifications while you are touring Mexico.
