If you have your rock gardens in a wooded place and maybe a stream of water, you may want to go with mosses or ferns. If your rock garden is in a hot area with not a lot of shade then you may want to consider cacti. Also, if it is a natural garden, make note of the types of plants already growing at the site, you may want to stick to those and just add on.
Most importantly, you should research on which plants grow best around the soil where the garden is and the kind of rocks in the garden.
